CSVN lack of intelligence and education..

My experience has been that many Viet people are desperately trying to learn English because it offers many opportunities ..mostly in big cities like Hanoi and Saigon..but most weren't fluent..90% Viet ppl didn't know a word of English and 10% poorly spoken.. ill-written.. or modifications version of the English language...
